California Public Independent Study Programs

Homeschool Programs Run through California School Districts

Parents who wish to educate their children at home in California can do it independently, but they also have the option to send their children to existing private schools, public charter schools, or public independent study programs (also known as ISP’s).  Although some traditional homeschoolers may consider these alternate pathways “not really homeschooling,” the options have different pros and cons, and you need to determine what is right for your family. 

What are California Independent Study Programs?

Independent study programs in California follow a school district’s curriculum and are available to students enrolling in kindergarten through high school.  Students participating in California independent study must take the same courses as students attending the public school district.  They are assessed for their potential for success and must have frequent contact with certified teachers, although the format (e.g., online, in person, via phone) may vary.  Families can choose to enroll in independent study programs by contacting their local school or school district.

Why choose an independent study program in California?  Participating with state or independent organizations can allow parents to homeschool while also taking advantage of the expertise and support of state and local educators.  Independent study program students benefit from a course of study that considers their strengths and needs, interests, and learning profiles within the regular curriculum.  As a result, some families choose independent study to help their children reach their full potential.  Funding may also be available for curriculum and other educational expenses through charter schools that offer independent study programs.

According to California Education Code (EC) Section 51747, independent study requirements mandate that local education agencies adopt and implement written policies (i.e., master agreements, policies for completion time for assignments, consequences of missed assignments) in addition to a set of legal requirements of California Independent Study, which include guidelines for independent study attendance in California.  Independent study instruction must result in education that is “equal in quality and quantity to classroom instruction.”

Prior to determining your homeschool pathway in California, you may want to know more about independent study programs and how they may benefit your family.  Here are a couple of resources where you can find more information:

California Consortium for Independent Study

“The California Consortium for Independent Study (CCIS) is a voluntary membership organization comprised of teachers, administrators, and counselors who serve independent learners in California’s public school system. As a consortium, we represent over 300 independent study schools and programs across the state which provide preschool through adult educational programs to over two-hundred thousand learners.

California Department of Education

California’s Department of Education lists a number of educational options with details on each.  It is important to understand that when you join a public school independent study program that you will have to follow far different rules and laws than do traditional homeschool families. Here you will learn about the legal requirements and guidelines through which independent study programs must operate.

School District Independent Study Program Websites By County

Once you have decided that the independent study program pathway is how you would like to homeschool your child or children, you may be looking for where to go.  School districts in California have the option to offer independent study programs, but some do not.  Some charter schools, which are considered public in California, also offer home study programs.  

When considering which program to choose, you have the option of a variety of independent study formats, including programs or classes through a comprehensive school, online courses, short-term independent study, and others. You can choose from over 300 independent study schools and programs across the state by accessing the California Department of Education’s How to Find Independent Study” website, by searching “independent study near me,” or by calling your local school district.

Mountain View Learning Academy

Part of the Alpine Union School District, “our school is a personalized educational program that offers on-site classes up to three days a week. These classes focus on personalized learning in the following core areas: writing, reading, math, algebra, S.T.E.A.M., and physical education. Our multi-age classrooms allow students to work at their academic level receiving instruction that meets their needs. Extracurricular opportunities include student council and visual arts. When students are not on-site they are working at home on their individually designed lesson plans. Our state certified teachers work with parents to design lesson plans that meet the student’s academic needs as well as the state standards. It is important to note that all “at home plans” and books are provided free of charge….  In addition to the on-site classes and individually designed lesson plans we offer fabulous field trips…. Venture Independent Study

“Established in 1978, the Venture School is a fully accredited comprehensive school for students in grades K-adult education and delivers the curriculum through independent or home study. Students come to Venture a minimum of once a week and spend about an hour with their teacher. Students receive weekly assignments at that time and are expected to spend a minimum of 20 hours a week on academic work. Students attend Venture by choice. Venture helps students to pursue their educational opportunities outside the classroom, yet within the framework of the educational requirements of the San Ramon Valley Unified School District.”

The two most important goals of MVS are: 1) Graduate with an earned high school diploma, or 2) Qualify to return to a comprehensive school.”

This rigorous, content-rich curriculum meets or exceeds state standards across all subject areas.

When a student enrolls in the Options Educational Center, they are still a Humboldt County School District student but complete their course work primarily at home. A highly-qualified teacher and support staff monitor student progress, attendance, and content mastery while providing professional insight, instruction, and support. Students enrolled in the Options Educational Center may also participate in extracurricular activities at their attendance area school and graduate from their attendance area high school.”

Kern High School District Independent Study

You will do the same amount of work you would do in a regular classroom situation. The difference is that you will complete your assignments at home, come to your scheduled appointment once a week to turn in your assignments and have them graded, get your new assignments and take tests periodically as scheduled. You will receive a textbook, course assignment sheet, and instructions that are fully explained when you meet with your teacher.”

Lewis School was created in 1982 for students who are motivated to learn using the independent study method. Approximately 130 students, grades K-12, are served each school year, and typically about 75% of these are at the secondary grade level…. Lewis School accepts students from each of the district’s four elementary schools (Burns Valley, Eastlake, Lower Lake, and Pomo) and Lower Lake High School.”

Covina-Valley Independent Study

The independent study program, offered through the Covina-Valley Unified School District, is “an alternative instructional strategy for students whose learning types, interests, needs, and aptitudes are best accommodated outside the regular classroom setting…. For students in grades 1-8… students and parents meet for 1 hour per week with the credentialed teacher to review progress, present the assignments, and obtain feedback…. For students in grades 9 through 12… the average student can expect to spend approximately 30 hours at home per week on schoolwork. During the weekly appointments, the student will receive limited direct instruction, turn in the weekly assignments and take assessments for each subject.

“Oracle Independent Study is an alternative to classroom instruction for students whose educational needs cannot be met through the daily classroom program. Students must be able to study independently, and attendance is based on one weekly meeting plus progress made in the curriculum. The independent study program is best for students who are close to graduating and need to work or take care of family members. “Administered by the Orange County Department of Education, CHEP is an award-winning independent study program that offers free resources to parents who choose to educate their children at home. The state-funded program was established in 1988 an​d currently serves approximately 600 students from transitional kindergarten through eighth grade.

The iLearn Academy, a TK-8 independent study program in Placer County, “is an Independent Study program which serves families with children in grades TK-8 who choose to educate their children at home or in a home/school hybrid program. iLearn Academy maintains a core belief that independent study is a viable educational alternative. iLearn teachers collaborate with parents and students to provide a rigorous, common core standards-based learning plan that addresses individual student needs and interests. ORACLE Independent Studies Program

The ORACLE Independent Study Program at Garfield High School is an alternative to traditional schools. Students may be referred to the ORACLE Program when traditional school no longer fits their individual needs. Independent Study is a learning strategy successful with a number of high school students. Students work independently at their own pace. Students who are behind in credits have the opportunity to work at a faster pace to catch up with their classmates. Students are expected to fulfill the same requirements as they would in traditional school, but have the opportunity to get individual help when needed to enable the student’s to reach their diverse educational goals.”

Holden High School 

Holden High School offers “two unique on-campus programs for independent study and home-school students who want to: augment their learning plan with on-campus academic or elective classes in a supportive community environment, participate in small classes (3-10 students) taught by experienced staff that tailors instruction to individual student needs, prepare to make a successful transition from individual learning to the college class environment, and experience classroom learning without enrolling in large, impersonal high schools.” Both programs offer, among other things, “social interaction with a diverse group of teens from around the Bay Area; weekly individual Resource, Exploration, and Support (RES) with a master’s/post master’s level counselor, and great field trips.”

Offered through the Lucia Mar Unified School District, “Pacific View Academy is for kindergarten through twelfth-grade students. The program provides a comprehensive education to students with unique learning styles and talents.  Classroom study does not work for every student and for some of those students, our Independent Study Program is a great fit…. Students in Independent Study follow the district’s curriculum map and pacing. However, the Pacific View Academy staff provides a learning environment that adjusts to meet the individual educational goals and needs of each student. While in the program, students engage in a variety of projects that serve to make their learning experience enriching and meaningful.”

Templeton Independent Study High School

The independent study program at Templeton Independent Study High School, within the Templeton Unified School District, allows for limited enrollment at Morrow Bay High or San Luis Obispo High; concurrent enrollment at Cuesta College; and opportunities to graduate early, prepare for college, begin college studies while still in high school, work and earn elective credit through a work experience program, and/or have additional time to devote to sports, the arts, and other endeavors.

Alta Vista Independent Study

Alta Vista Alternative High School, an alternative school of choice, allows students to complete their high school graduation requirements through a variety of instructional models, each supported by a credentialed teacher. Students explore Language Arts, Social Studies, and practice study skills through Project Based Learning (PBL) units. In addition to PBLs, students complete coursework through online courses. Math I and Math II coursework is supported through small group instruction by a math-credentialed teacher. We are able to offer Physics through independent coursework and hands-on labs.”

“Santa Cruz City Schools Alternative Family Education (AFE) is an independent home study school provided for kindergarten through twelfth grade students and families who prefer an individualized approach to education, combined with the support of school district resources. The program gives parents the opportunity to directly supervise instruction, with professional guidance from a credentialed teacher consultant. The program is designed by and for homeschool families, with teacher consultants who are knowledgeable and supportive of home-based learning, state frameworks, and school district curriculum guidelines.

Shasta County Independent Study

“Shasta County Independent Study (SCIS) is an alternative to conventional educational settings, allowing students to complete coursework independently under the supervision of a credentialed teacher. Students meet individually with an assigned teacher a minimum of two times per week. SCIS is voluntary and provides the flexibility to meet students’ specific needs, interests and learning styles. Our Independent Study teachers utilize State and district-adopted curriculum to ensure students meet or exceed California graduation requirements. Instruction is offered at two locations in Redding—one at 3711 Oasis Road, the other one on the Shasta College campus.

Siskiyou Pathways

Siskiyou Pathways is the Independent Study program for the Siskiyou Union High School District…. Students can either take all required graduation courses in Siskiyou Pathways or take a combination of independent study and in-person courses at any of our high school campuses. We are currently exploring blended learning options, offering online courses and accepting applications throughout the year. Parents, teachers, and students show mutual respect and caring by treating all individuals with dignity. Enrollment in grades K-8 is available to families residing in the Mt. Sonoma

Santa Rosa High School

Students enrolled at a Santa Rosa City School middle or high school may be eligible for the Santa Rosa High School Independent Study Program (ISP). “ISP offers both academic and survey curriculum to address student’s individual interests and abilities.  ISP is a voluntary program.  Students cannot be placed in ISP. A weekly one-hour meeting with the ISP teacher is mandatory. The student will meet with their ISP teacher on the same day and time each week. Students are assigned and required to complete 30 scheduled periods of work each week which is turned in the following week. If a student is keeping one class on campus, the ISP work assigned would be 25 periods; for 2 classes on campus, the ISP work assigned would be 20 periods…. It is a full-time program. Students can keep up to two classes on campus.”

Valley Oaks Independent Study School

Petaluma City Schools offers students in grades 7-12 an independent study option. “Valley Oaks offers an opportunity for our students to reach this objective in a uniquely personalized manner.  As a staff, we work hard to ensure that courses are appropriate to meet the goals of the student and that all requirements for graduation and post high school education are met.  To accomplish this, we expect each student to understand his/her academic responsibilities.  These include consistent attendance, meeting a commitment to complete work on schedule, high standards for the work completed, and completion of the required community service hours each semester.  Students are expected to be active and conscientious participants in their learning.  Our small size fosters close connections between teachers and students, and our goal is to help every student to be successful!”

Oak Grove Virtual Learning Academy

Oak Grove Virtual Learning Academy is an established, alternative instructional program through which all enrolled pupils in grades K-8 may achieve curriculum objectives in a setting other than the regular classroom. Virtual Learning Academy gives parents the opportunity to teach their children at home with support from a supervising, credentialed teacher. This program offers monthly Class Days and Field Trips to build a vibrant community of learners of all age groups…. The Virtual Learning Academy is FREE of charge and open to all students in the Oak Grove School District and to all students in Santa Clara County and the adjoining counties of Santa Cruz, San Mateo, San Joaquin, Alameda, Stanislaus, Merced and San Benito with an inter-district transfer.”

Trinity Alps Unified School District Independent Study Programs

Independent study programs are available through Weaverville Elementary School, Trinity Preparatory Academy, and Trinity High School. Students have the option to “complete a full program of courses (7 courses), complete a blended program (on campus courses & independent study courses/ 5 courses minimum in either), or complete an extra or special course outside of the regular school day. Students participating in Independent Study have the same opportunities as all other students (for example: sports, extra curricular activities, clubs, field trips, etc.).”

La Sierra independent Study Program

Offered through the Tulare County Office of Education, the La Sierra Independent Study Program offers “a unique work/study program in partnership with the SEE Youth Program. Employment-age students will have the opportunity to customize their high school experience through classroom and online studies while working in positions obtained through the SEE Youth Program. This will give students the opportunity to earn some income while they complete their high school diploma. The program will include a teen-parenting component, a GED option and career readiness training.”
